1. No human or animal outbreaks of H5N1 Avian Influenza (AI) were
reported in Japan during the period from May 24 to September 27.

MHLW to Approve Sale of New H5N1 Vaccine for Humans


2. An advisory panel to the Ministry of Health, Labor and Welfare
(MHLW) on September 1 confirmed the safety and effectiveness of a
new H5N1 vaccine developed by Japanese researchers in cooperation
with Japan's National Institute of Infectious Diseases. The MHLW
Minister is expected, acting on the panel's conclusion, to approve
the production and sale of the new vaccine by the end of 2007. It
will be the first human AI vaccine coming from Japanese research
institutes and was developed by the Kitasato Research Institute and
the Research Foundation for Microbial Diseases of Osaka University
using an H5N1 virus from a human case in Vietnam. Once in
production, the vaccine will be stockpiled by the GOJ as a
pre-pandemic vaccine. The MHLW is also promoting the development of
additional vaccines using H5N1 viruses obtained from cases in
Indonesia and China.

GOJ Announces AI Assistance to Indonesia


3. The GOJ has announced that it will donate up to 1.78 billion yen
(USD 15.5 million) in bilateral aid to Indonesia for improving
animal health laboratory capabilities for diagnosing AI and other
animal diseases. According to Japan's Ministry of Foreign Affairs,
Japanese and Indonesian officials exchanged letters on the project
on September 13, following an announcement by then PM Abe during his
August visit to Indonesia. Implemented by the Indonesian Ministry
of Agriculture, the project aims to improve diagnostic capabilities
at an animal diagnosis center in Java and two such centers in
Sumatra by upgrading facilities to BSL2+ and BSL3 and doubling lab
capacity.
