LEAD STORIES: All Tuesday morning papers gave top play
to the formation on Tuesday of a new cabinet led by
Prime Minister Fukuda.

"Gap Remains over Creation of Post-Kyoto Framework" A
commentary in the conservative Sankei said (9/26): "It
is certain that the UN High-Level Meeting on Climate
Change, which was held in New York on September 24,
successfully formed a shared view among participants
that now is the time to take action. The conference,
however, illustrated a gap among nations over specifics
regarding the creation of a new framework to replace
the Kyoto Protocol when it expires.... European nations
insisted that the international community should seek
to draw up a roadmap to establish a new framework by
2009 at the COP 13, which will be held in Bali,
Indonesia, in December. The US and Japan were cool to
the idea, contending that negotiations should not be
carried out hastily without the participation of China
and other major emitters.... The US-initiated Major
Economies Meeting on Energy Security and Climate Change
will be held on September 27 and 28 in Washington,
bringing together 17 major emitters. Nations are
watching to see how Washington intends to take the lead
in drawing up a blueprint."
