1. This cable contains an action request. Please see
paragraph 3.


2. Embassy Tokyo Political officer delivered reftel demarche
September 19 to MOFA Caribbean Division Haiti Desk Officer
Akiko Yamasaki. Yamasaki said that Japan will support the
extension of the MINUSTAH mandate, and although MOFA
officials are still not sure who will represent Japan at
UNGA, Japan will send a representative to the meeting hosted
by Under Secretary Burns. She noted the political state of
play in Tokyo, and asked for information about the date and
time of U/S Burns' meeting as soon as possible. Japan "will
consider" our request to approach China about the mandate,
but Yamasaki was not confident that officials would be
willing to spend their limited political capital with China
on this issue.


3. ACTION REQUEST: Please send us the details of U/S Burns'
meeting as soon as available.
