SPEECH ON IRAQ
LEAD STORIES: Most Monday morning papers gave top play

1. "US Policy on Iraq Too Simplistic" The liberal Tokyo
Shimbun editorialized (8/25): "Faced with growing
debate in the US about withdrawing troops from Iraq,
President Bush during a speech last week at the
national convention of Veterans of Foreign Wars in
Kansas City, Missouri, likened the former Imperial
Japanese Army to al-Qaeda. Although he wanted to make
the case that Iraq will be able to follow Japan's
course of democratization, this is an
oversimplification of history.... How can he be sure
that the process of democratization that succeeded in
Japan and Germany can be applied to the Islamic world,
which has a different history and culture? Although
democratization in Afghanistan and Iraq has led to the
emergence of new governments through free elections,
the foundations of those governments remain
vulnerable.... The war on terrorism is an asymmetrical
struggle against invisible networks operating beyond
the constraints of the state.... One should be careful
in making historical comparisons, as history itself is
complex and diverse."
