1. (S) On June 22, 2007, EST officer delivered the points in
the reftel to MOFA's International Science Cooperation
Division, Ms. Ryoko Henna and Tetsuo Takagi.
MOFA officials thanked Embassy for passing the information.
However they requested time to study the new information with
other GOJ colleagues to determine what course of action Japan
will take. Mr. Takagi said that GOJ must consider carefully
its strong relationship with Nissan Motor Company and ISTC in
Moscow before moving forward to request Nissan to withdraw
its proposed project with the Russian Scientific Center for
Applied Chemistry. In order to better evaluate this
situation, Mr. Takagi cautioned that Japan is likely to
request additional information about the Iranian ties to the
center in Russia.


2. (C) ESToff will contact MOFA next week to see if GOJ has
decided whether to present Nissan with reftel information.
Comment: Ryoko Henna pointed out that she is new to her
position and that her office is not accustomed to such
sensitive requests. Therefore interagency coordination may be
necessary, and will take some time.
