1. (C) This cable contains an action request for SCA, see
paragraph 3.


2. (S/NF) Japan "will likely support" our request for
demarches to Shanghai Cooperation Organization (SCO)
participants on the need to avoid statements inimical to
Coalition interests at the August SCO summit meeting,
according to MOFA Central Asia and Caucasus Division Deputy
Director Keisuke Tamura. Tamura told Embassy Tokyo political
officer June 13 that he will discuss the issue further with
his director, Hideki Uyama, after his return from Washington
where he is conducting U.S.-Japan discussions on Central
Asia, but he anticipates Japan will direct its ambassadors in
SCO capitals to deliver points similar to the ones contained
in reftel non-paper.

3. (C) ACTION REQUEST: Tamura was interested in knowing the
reaction of SCO members to our demarche on this issue so that
Japan can calibrate its approach to these countries. Embassy
Tokyo would be grateful to receive a summary of SCO responses
to share with our MOFA counterparts.
