SANCTIONS ON BANK SEPAH

1. (C) FINATT met with Ministry of Finance, Legal Office,
International Bureau official Hiroshi Yamashita on March 27
to discuss the details and importance of UNSCR 1747. Using
Treasury Deputy Secretary Kimmitt's comments to underscore
our committment to implementing UNSCR 1747, FINATT and
Yamashita discussed matters relating to Bank Sepah.
Yamashita thanked us for the visit, and pledged to contact
the Embassy should any questions regarding implementation
arise.
2. (C) Poloff delivered Deputy Secretary Kimmitt,s statement
to MOFA UN Policy Division Director Shigeru Takizaki on the
same day. Takizaki responded on March 28, thanking us for
the statement and underscoring that Japan always abides by
UNSC resolutions. The Government of Japan, i.e., MOFA, METI
and MOF, was presently considering how to implement UNSCR
1747, including the sanctions on Bank Sepah. Takizaki
assured that Japan would decide on concrete measures prior to
the May 24 &deadline8 for its report to the Council as
called for in the resolution. Separately, Political Officer
conveyed the statement to Second Middle East Division
Principal Deputy Director Motosada Matano on March 27.
Matano was grateful to receive it and observed that it might
take some time for inter-agency discussions to determine what
course of action Japan will take.
