1. (C) Ambassador Arnall raised reftel with Dutch Defense
Minister Henk Kamp and MOD Director for General Policy
Affairs Lo Casteleijn on February 6, stressing the importance
of drawing upon European expertise in Africa. Kamp said the
creation of the new command will be important for the
continent, as the "people of Africa need all the help they
can get." He said the MOD looked forward to more information
on AFRICOM's creation and mission, as it becomes available.
In a separate conversation, MFA Deputy Political Director Wim
Geerts welcomed the creation of AFRICOM, noting that the new
command demonstrates the USG is committed to tackling "the
most difficult issues of our time" by working to help the
people of Africa.
