1. (C) Summary. The GONL will pledge 10 million euros at
the Paris Donors Conference in addition to the 35.3 million
euros in assistance they provided in 2007. They also favor
the establishment of an international mechanism to distribute
the aid. The Dutch delegation will likely be led by Foreign
Minister Verhagen or Development Cooperation Minister
Koenders, but only if they are able to address the conference
in the morning of December 17 -- the same day parliament
debates extending the deployment of Dutch troops in
Afghanistan. Otherwise, State Secretary for European Affairs
Frans Timmermans will lead the Dutch delegation. End Summary.
2. (SBU) Deputy Chief of Mission delivered on December 10
reftel points regarding the December 17 Paris Donors
Conference to Gert Heijkoop, Deputy Director North Africa and
Middle East Department, Dutch Ministry of Foreign Affairs.
3. (SBU) Heijkoop said the November 27 Annapolis Conference
"went well," noting it was a step in the right direction and
that without U.S. leadership on Middle East peace "nothing
would happen." He said the GONL shared USG concerns
regarding the challenges facing the PA and the Palestinian
people, adding that while the West Bank was doing well in
comparison with developing nations in Africa, conditions in
the Gaza strip were "horrible," with close to 70 percent of
the population unemployed and living in poverty.
4. (C) Heijkoop told emboffs on a close hold basis that the
GONL planned to pledge 10 million euros at the December 17
Paris Donors Conference. He noted the GONL had already
budgeted 35.3 million euros in Development Assistance to the
Palestinian Territories in 2007, of which 10 million is
allocated toward good governance, 10 million to economic
reconstruction, 3.5 million to humanitarian aid (supporting
the UN Office of the Coordinator for Humanitarian Affairs,
the Palestine Red Crescent Society, and UNICEF),and 11.8
million to the UN Relief and Works Agency.

5. (SBU) According to Heijkoop, it was unsure whether
Foreign Minister Maxime Verhagen or Development Cooperation
Minister Bert Koenders would represent the Dutch in Paris.
He noted the parliament would be debate extending the
deployment of Dutch troops in Afghanistan that same day, and
that it was possible that neither minister would attend. In
that case, State Secretary for European Affairs Frans
Timmermans would lead the Dutch delegation. Heijkoop added,
however, that the Paris schedule was being rearranged to
accommodate UN Secretary-General Ban Ki-moon, and that the
Dutch could attend at the ministerial-level if their
delegations was scheduled to speak in the morning.
