1. (U) Econoff shared on October 31 reftel non-paper regarding USG
objectives for the UN Food and Agriculture Organization (FAO) with
Marianne Sinke, a Policy Officer responsible for FAO and Development
Cooperation issues in the UN Department of the Dutch Ministry of
Foreign Affairs. AgCouns delivered the non-paper separately on
November 2 to Desiree Hagenaars, Policy Officer, Department of
International Affairs, Dutch Ministry of Agriculture, Nature and
Food Quality.
2. (SBU) Hagenaars noted reform of the FAO was necessary, and that
the GONL supported the conclusions of the Independent External
Evaluation (IEE). Both Dutch officials said the GONL was still in
discussions with the EU and had not yet developed a final position
on how to adopt the IEE's recommendations. In any case, Sinke said,
the GONL would "in principle" follow the EU position, which she
expected the EU to announce following continued discussions during
the November 14-16 FAO Council in Rome. The GONL, Hagenaars added,
supported the plan to create a special working group to prepare an
Immediate Action Plan and to schedule an extraordinary session of
the FAO conference in 2008 to review reform progress. On the FAO
budget, Hagenaars stressed that 2008 levels should be based on the
2007 budget corrected for inflation and possibly also corrected for
salary and medical insurance costs of the FAO staff.
3. (SBU) Sinke said she will attend both the FAO Council Meeting
and Biennial Conference as part of a Dutch delegation to be led by
the Ministry of Agriculture. She said she was aware of a
multilateral meeting with the U.S. delegation to address reftel
issues.
