1. Emboffs conducted reftel pre-license check and related site
visit on October 3 regarding the export of tactical accessories to
Roy Sampers in the Netherlands. The license application covered:

-- 1 Larue Mount for Aimpoint Red Dot Sight System
-- 1 Troy Tactical Close Quarter Battle Sling
-- 1 Surefire m900a tactical light
-- 1 Knights Vertical Grip
-- 1 Troy Rear Folding Battle Sight


2. Reftel site was Samper's private residence, a modern townhouse
style construction with kitchen, living room, and laundry room on
the ground floor and bedrooms on the second floor. Sampers
explained that the items would be stored in a safe that conformed to
Dutch weapons storage requirements, and that he possessed the sole
key at all times. Sampers showed Emboffs the safe -- about 5 feet
high and 2 feet thick -- that was secured to the laundry room wall
in accordance with Dutch law.


3. Sampers noted that he sought reftel items for his Bushmaster A3,
also stored in his weapons safe. The A3 is the semi automatic
version of the AR-15, he added, as the fully automatic version is
not allowed in the Netherlands. To meet his Dutch weapons license
requirements, he is required to shoot at least 18 times a year. In
practice, he has shot up to 26 times annually at International
Practical Shooting Confederation (IPSC) events in Germany, he
explained. Sampers also said he practiced shooting to maintain his
skills as a member of the Dutch reserves.


4. Sampers said he was no longer interested in purchasing an
Aimpoint Comp M3 and denied receiving one. He said it was too
expensive and he did not need infrared requirements beyond 25 yards.
Instead, he said he met his IPSC requirements using an "imitation
laser" from Tokyo originally designed for BB guns. He showed
Emboffs his A3 with the laser -- resembling a telescope viewfinder
-- mounted to the side, and the original packaging bearing the
serial number LXGD JG-8A. The packaging lacked any manufacturer or
model information.


5. Sampers said he was the final end user and that he fully
understood the requirements of the State Nontransfer and Use
Certificate he signed on April 10.


6. Post RSO conducted a background investigation with local police
and found no derogatory information on Sampers. Emboff interactions
with Sampers were cordial and professional.
