1. (C) The GONL is "quite hesitant" regarding the draft
resolution for the UNGA's First (Disarmament) Committee to
de-alert nuclear forces. According to MFA Director for
Nuclear Affairs and Nonproliferation Henk Cor van der Kwast,
the GONL is leery of the resolution for many of the same
reasons mentioned reftel. Van der Kwast noted the resolution
would have strong implications for NATO's deterrence ability,
while the sponsors of the resolution are not members of the
Alliance. He said the GONL had instructed its disarmament
ambassador not to support the resolution and will direct its
embassy in Washington to seek meetings at the State
Department to consult and "check signals" on this and other
UNGA resolutions. Van der Kwast discussed these issues with
polmiloff on October 5.
