1. (C) The GONL is currently reviewing the modified U.S.
unmanned aerial vehicle (UAV)/cruise missile proposal in
preparation for the November 2007 MTCR Technical Experts
Meeting in Athens. MFA Senior Policy Advisor for Nuclear and
Nonproliferation Affairs Ceta Noland confirmed that the GONL
had received the modified proposal included in reftel A, and
had just begun an internal review. She appreciated USG
willingness to utilize the structure contained in a South
African counter-proposal -- Noland acknowledged that the
Dutch preferred this South African approach over the initial
U.S. one. While admitting she had yet to review the modified
U.S. proposal, Noland said it demonstrated positive progress.
Regardless, she expressed skepticism that Moscow would
support the effort. Noland discussed these issues with
polmiloff on September 25.
2. (S) Polmiloff passed the papers included in refs B and C
to Noland in preparation for the MTCR Information Exchange.
Noland appreciated the papers, and said the Dutch would
likely present on three "to-be-determined" topics during the
Information Exchange.
