1. (SBU) During a September 17 joint press conference with
his French counterpart Bernard Kouchner, Dutch FM Maxime
Verhagen announced GONL support for a French initiative to
increase economic pressure on Iran. Verhagen said the GONL
prefers the UNSC decide to impose tougher sanctions, and
added that if such an accord was not possible, he would be
willing to consider imposing EU sanctions in consultation
with the USG. Verhagen declined to specify what these EU
sanctions might entail, but noted they would be financial in
nature.
2. (C) Polmiloff discussed reftel points September 18 with
MFA Senior Advisor for Nuclear Affairs and Nonproliferation
Ceta Noland, expressing appreciation for EU support and
emphasizing the need for a frank assessment from IAEA
Director General ElBaradei on Iranian cooperation. Noland
appreciated the feedback, and referred to FM Verhagen's
comments.
