1. (U) Econoff delivered on September 13 reftel points and
nonpaper advocating accountability for WIPO Director General
Idris to Paul van Beukering, Unit Manager, Intellectual
Property Unit, Directorate General for Enterprise and
Innovation, Dutch Ministry of Economic Affairs.
2. (SBU) Van Beukering said he was already aware of the USG
position regarding Idris, and that the Dutch PermRep in
Geneva had discussed the matter with the WIPO Secretariat.
Van Beukering agreed that Idris' actions were "serious," and
said he understood why the USG was concerned about potential
damage to WIPO. However, he added that the situation was
delicate and that the GONL would need to discuss the matter
with other EU governments before taking a position. Van
Beukering noted he would inform post if the GONL developed a
position or took any actions. Van Beukering added that he
would attend the upcoming WIPO General Assembly session in
Geneva.
