1. (S) The GONL appreciates the change in U.S. policy
concerning other countries' military exports to Libya, noting
the new policy appears "straightforward and unobjectionable."
Emboffs discussed reftel points with MFA Senior Advisor for
Arms Control and Export Policy Hajo Provo Kluit on May 31.
According to Provo Kluit, the GONL currently does not have
significant relations with Libya; most Libyan policy is
viewed through the prism of the EU. He explained that EU
members such as Italy drive EU policy on Libya primarily due
to problems with illegal immigration. Provo Kluit said the
Dutch remained concerned regarding Libya's "continued human
rights abuses, "troublesome" involvement in Darfur, and
Libya's porous border. He questioned whether there was any
political significance to the timing of the change in policy,
given the USG's recent sanctions against the Sudanese
government.
