In a short speech at Tbilisi airport, Georgian President
Saakashvili confirmed the end of the state of emergency in
Georgia on November 16, nine days after it began on November

7. Saakashvili expressed satisfaction that the country has
returned to calm and order. He vowed that all political
groups will be able to engage in political activities without
restrictions in the upcoming presidential campaign. He
mentioned that special laws guarantee the opposition's access
to the media and television air time. He invited European
governments and the European Union to send short- and
long-term election observers, who he said will help Georgians
resolve election-related disputes and maintain political
processes within the framework of European norms and Georgian
law. Finally, he expressed readiness to take action again if
necessary to restore law and order, protect the constitution
and ensure democratic political processes.
