1. (C) The Georgian Parliament passed a resolution May 8
establishing the temporary administrative unit for South
Ossetia that had been the subject of statements by President
Saakashvili and earlier parliamentary action in April
(reftel). As Georgian Deputy State Minister for Conflict
Resolution Ruslan Abashidze explained to us May 10, the next
step will be a "delegation of authority" to Sanakoyev and his
"alternative government" to govern this unit. Abashidze
reiterated that both Sanakoyev and the de facto authorities
in Tskhinvali would be welcome to participate in upcoming
consultations to define the powers and structure of the new
entity.
2. (SBU) Sanakoyev is scheduled to address the Georgian
Parliament May 11. He will speak in the Ossetian language.
The diplomatic corps has been invited and most Western
ambassadors, including Ambassador Tefft, plan to attend.
