SUBJECT: UZBEKISTAN: POSITIVE RESPONSE TO COMMITTEE AGAINST
TORTURE ELECTION DEMARCHE

REF: TASHKENT 1519

SENSITIVE BUT UNCLASSIFIED -- PLEASE HANDLE ACCORDINGLY.

1 (SBU) On October 4, the Embassy received by diplomatic note
a positive response from the MFA to the demarche delivered on
the UN Committee Against Torture (CAT) election (reftel).
The note said that Uzbekistan supports the candidacy of Ms.
Felice Gaer in the CAT election.

2. (SBU) Comment: We rarely receive any response, let alone
positive responses, to such demarches, so we are both
surprised and pleased that the Government agrees to support
Gaer's candidacy.
