1. (SBU) P/E section chief delivered reftel demarche
September 20 to MFA's Ismat Faizullaev, Chief of Section for
U.S. Affairs. Faizullaev thanked us for the information and
promised to share with the International Organizations
Department. Faizullaev said he expected we would continue to
work to find ways of resolving the (human rights and
religious freedom) issues mentioned.
2. (C) At a September 13 diplomatic reception, MFA
International Organizations Bureau Chief Nazarov told DCM the
GOU would be sending a five or six member delegation to
Warsaw, including the Minister of Justice, the Prosecutor
General, and several other senior officials. Uzbek NGO
representatives would also be attending the conference.
3. (C) Comment: We recall in past years the GOU has also sent
senior delegations to the annual human dimension conference
to better defend Uzbekistan,s human rights record. As for
the NGO reps attending, if they go under GOU auspices, they
will not independently assess the human rights situation.
