1 (SBU) On August 6, the Embassy received by diplomatic note
a positive response from the MFA to the second demarche
delivered on the International Civil Aviation Organization
(ICAO) General Assembly (ref A). The note said that
Uzbekistan supports the position of the United States on
emissions trading and aircraft emissions charges related to
local air quality. Post has not yet received a response to
the first demarche that we delivered on the ICAO general
assembly (ref B).
2. (SBU) Comment: We rarely receive any response, let alone
positive responses, to such demarches, so we are both
surprised and pleased that the Government agrees to support
the USG initiatives on environmental issues at the ICAO
assembly. Post also will continue to encourage feedback on
the first ICAO assembly demarche.
