1. (U) Per Ref A instructions, Post provides the following
update to its submission for the 2007 Report on Investment
Disputes and Expropriation Cases. Post requests Department
update ref B as indicated below.
2. (SBU) a. Claimant S (resolved)
c. In late June, Claimant S informed Post that it had reached
an agreement with the Government of Uzbekistan resolving the
dispute. In a subsequent filing to the Security and Exchange
Commission, Claimant S reported that under the terms of the
agreement, the Government of Uzbekistan agreed to pay the
company $80 million and also agreed to pay outstanding
obligations to Claimant S's suppliers and creditors. On July
18, Claimant S informed the Department of State that the
final agreement had been signed, that it had already received
an initial payment of $20 million, and that it was confident
it would received the remaining $60 million by letter of
credit by the end of August.
3. (U) a. Claimant T
c. On July 16, TeliaSonera AB, a leading telecommunications
company in the Nordic and Baltic region, announced that it
had closed a deal to acquire 100 percent of the shares in
Claimant T's U.S. parent company.
