1. (C) On August 20 and 21, we delivered reftel points to
Arti Hilpus, MFA Director for Security and Arms Control,
and Peeter Helme, MFA NATO Desk Officer, on breaking the
impasse to Russia's fulfillment of its remaining Istanbul
commitments. Hilpus told us that the GOE's position on CFE
remains unchanged: they would like to see Russia's full
implementation of its Istanbul commitments and Estonia's
eventual membership in CFE.
2. (C) Hilpus said that Estonia will consult closely with
Latvia and Lithuania on our non-paper, especially on the
proposed U.S.-Baltic consultations for September. While
the GOE will likely support the non-paper's
recommendations, Hilpus expressed Estonia's concern that
Moscow not interprets this gesture as a watering down of
NATO's commitments to Russia's full implementation of its
Istanbul commitments.
3. (C) Furthermore, Hilpus opined that the USG might be
"overly optimistic" over Moscow's response to the non-
paper's recommendations. However, Hilpus told us that the
Estonian delegation to the upcoming Baltic-U.S. working
group consultation in Vilnius will provide a more detailed
response to our non-paper.
