SUBJECT: ESTONIA SUPPORTS UN KOSOVO PROPOSALS

(SBU) On March 26, we delivered reftel points to Raul
Toomas, MFA Western Balkans Desk Officer, and conveyed
U.S. support for the recommendations of UN Special Envoy
Martti Ahtisaari on the future status of Kosovo. Toomas
expressed the GOE's full agreement with the USG?s
points. He also stressed that the GOE wants Kosovo's
final status to have a "European perspective" -- meaning
Kosovo, and the region, ought to move in the direction
of eventual EU membership. This will require that the
U.S., NATO, and EU remain united and engaged,
particularly with respect to maintaining an
international presence in Kosovo.
