1. (SBU) This message contains an urgent action request in
paragraph 4.


2. (SBU) Visiting DAS Davies told interim Foreign Minister
Nailatikau April 11 that the United States cannot comply with the
interim government's request that the Embassy remove vehicle
barriers in front of the chancery by April 13. He signaled that the
U.S. official response would be firm and negative. In order to
protect USG personnel and property, as well as the U.S. and Fiji
citizens that utilize the Embassy's services, the current security
barriers need to remain in place. The request to remove the
barriers, said Davies, is unreasonable and unacceptable.


3. (SBU) Nailatikau indicated that Fiji MFA expects to receive a
formal USG reply to its dipnote (text ref B). As we conveyed ref A
informal points from DS, we said Washington was still preparing a
formal response.


4. (SBU) Urgent action request. Please provide diplomatic note
language by COB April 11, Washington time. We will arrange for the
note to be delivered to the Ministry of Foreign Affairs immediately.
