1. (U) Please respond to the Indian Ministry of External
Affairs' Diplomatic Note (No. 794/JS/AMS/2007) on the crew
list issue with the text below.
2. (U) Begin Text:
(Complimentary Opening) and acknowledges receipt of the
Ministry's Note no. 794/JS/AMS/2007 dated April 11, 2007
which reads as follows: (quote Indian Note in its entirety).
The Embassy confirms that the procedures set forth in the
Ministry's Note are consistent with international law and
acceptable to the Government of the United States of America
and that the same exemptions are available to sovereign
immune Indian vessels visiting U.S. ports, pursuant to Title
19, United States Code of Federal Regulations, section 4.7b.
