(C) The Department endorses post's recommendation (reftel) to
press for closure of the OSCE Mission in Croatia,
transitioning to a residual field presence of no more than 10
local staff focused on training in war crimes monitoring and
monitoring progress on refugee returns, with the aim of
completing these activities by the end of 2008. If necessary
to achieve consensus, USOSCE is authorized to agree to
inclusion within the residual presence of a war crimes
monitoring component of the Ademi-Norac trial only, remaining
until the end of that trial.
