1. This is an Action Request. See paragraphs 2 - 4.


2. The Department's Office of Defense Trade Controls
Compliance (PM/DTCC) requests Post's assistance in conducting
a pre-license check on license 05-050066576 for the export of
submachine gun supressors to Kazakhstan. Post is requested to
complete this Blue Lantern check within 30 days. Lack of
response to a Blue Lantern check will affect pending and
future licenses involving parties to this license.


3. Reason for Request: To verify the bona fides and human
rights record for the end-user, the National Security
Service's Arystan Unit. Department views the export of the
United States Munitions List (USML) items listed below with
extreme caution due to the potential for diversion and
misuse. The Bureau of Democracy, Human Rights, and Labor
(DRL) has recommended denial of this license.


4. Action Request: Post should make inquiries with
appropriate GOK officials to determine the bona fides of the
Arystan Unit. Post should also seek information on the human
rights record of the end-user and the security measures and
procedures taken to prevent diversion and misuse of USML
items. Post should also confirm the end-user's understanding
of the International Traffic in Arms Regulations (ITAR).

In its reply, Post may also comment on any other information
pertinent to this transaction such as concerns about the
parties involved.
