1. (SBU) The Department does not object to the Ambassador
accepting the Saudi Deputy Petroleum Minister's invitation to
participate in representational events on the margins of the
November 17-18 OPEC summit in Riyadh. We understand from ref
A that the Ambassador has been invited to two dinners, at
least one of which will be attended by other diplomats, and
he may have an opportunity to attend other representational
events.
2. (SBU) Consistent with general Department guidelines for
USG participation in multilateral events, substantive contact
should not be initiated with leaders or officials of Iran or
Syria.
