1. This is an action request. See Para 3.
2. NSC and Department are eager to move forward on the Asia Pacific
Democracy Partnership (APDP),which the President called for the
formation of in his September 7 speech at APEC. The U.S. will host
an organizing meeting of APDP on the sidelines of the upcoming
Community of Democracies meeting in Bamako. The meeting is now
scheduled to take place on the morning of Thursday 15 November at
0830. The working breakfast will be chaired by Under Secretary
Dobriansky, and the Deputy Secretary is tentatively scheduled to
attend.
3. Action Request: Post should approach host government at a senior
level and seek a commitment to attend the meeting in Bamako. For
countries that have already indicated they will attend the Bamako
organizing meeting, posts should confirm planned attendance at the
November 15 breakfast and encourage representation at an appropriate
level.
4. Embassies may leave the following background information with
host governments:
TFollowing up on President Bush's speech at APEC calling for the
creation of an Asia Pacific Democracy Partnership (APDP),the U.S.
will host a working breakfast on Asia Pacific Democracy Partnership
(APDP) on the sidelines of the Community of Democracies ministerial
in Bamako, Mali. This meeting has tentatively been set on the morning
of November 15, and will be chaired by Under Secretary for Democracy
and Global Affairs Paula Dobriansky. The U.S. proposes that those
countries attending the CD who intend to participate in the APDP join
this working breakfast. The meeting will focus on:
-Finalizing the structure and discussing membership criteria
-Proposing initial activities
-Discussing APDP guiding principles
-Initial planning for a leaders' meeting to formally launch APDP in
early 2008
Participants should come prepared to contribute their ideas and
suggestions for APDP. Please confirm your participation in the
breakfast no later than Wednesday, October 31. You may provide the
name of participants at a later date.
5. Post should direct replies and feedback to desk, with a copy to
John Kachtik (G).
