VETTING APPROVAL FOR BULGARIAN CANDIDATES FOR OFFICE OF

1. (U) Further to reftel the Department has reviewed its
files and as of September 25, 2007 possesses no credible
information of gross violations of human rights by the
following Bulgarian individuals nominated to participate in
the Office of Defense Cooperation's International Military
Education and Training (IMET) Program to be held from October
to December 2007, in Newport, Rhode Island. The nominated
participants are:
MARINOV, Miroslav Ivanov, DOB 13 Dec 1967
Training: 8 Oct - 15 Nov 2007
STOEV, Tencho Georgiev, DOB 4 Jun 1961
Training: 8 Oct - 15 Nov 2007
NIKOLOV, Vladimir Dimitrov, DOB 29 Nov 1961

VAKOVA-JELYAZKOVA, Maria Georgieva, DOB 23 Jan 1970

2. (U) Note that if Post subsequently becomes aware of
possible human rights violations by the individuals listed
above, Post should inform the Department and not proceed with
training. Post should refer to Leahy vetting guidance
located on the ACES website for additional assistance.
