1. (C) This is an action request. Department understands
that the Under Secretary General for Political Affairs Pascoe
would like to see an expanded role for the UN in Georgia (as
well as in the region) and may consider a reevaluation of
UNOMIG's mandate. Department requests that USUN seek U/SYG
Pascoe's specific ideas regarding the UN role in Georgia.
Demarche can be delivered in conjunction with reftel
demarche. End action request.


2. (C) Department requests USUN pursue the following
objectives:

-- Seek U/SYG Pascoe's views on an expanded role for the UN
in Georgia, including specific programs (if any) and
timetables for implementation.

-- Note that the U.S. is open to exploring new ideas, and in
the short-term would like to see stepped up implementation of
the UNHCR strategy for the return of IDPs to Abkhazia, a
further increase in the number of UNOMIG observers to help
reduce tensions and deter cease-fire violations, and full
implementation of the proposals in Section 36 of the Joint
Fact-Finding Group Report on the March 11 incident in the
Upper Kodori Valley -- especially deployment of artillery
radar in the Upper Kodori Valley and an enhanced surveillance
capability for UNOMIG.

(Note: due to Department's responsibility to notify Congress
in advance of a change in a UN PKF's mandate, we will most
likely not be able to support an increase in the number of
UNOMIG observers in time for October's UNOMIG renewal. End
note).


3. (U) Point of Contact and Reporting Deadline: POC is
Anneliese Reinemeyer in IO/UNP, 202 647-0046 or in the GAL.
USUN should report results of this demarche by September 28.
