1.As requested in reftel, the Department has reviewed its
files and, of this date, finds no credible information of
gross violations of human rights by the following member of
the Government of Azerbaijan to attend the Program on
Advanced Security Studies 07-7, which will take place on
September 14 - December 7, 2007, at the George C. Marshall,
European Center for Security Studies in
Garmisch-Partenkirchen, Germany. The Azerbaijani officials'
participation will be funded through DAO. In addition to the
participants submitted via reftel, the following individual
will participate:

future, post becomes aware of possible human rights
violations by the individual listed above, Post should inform
the Department and not proceed with training.
