1. (C) We delivered reftel demarche to Gergana Velichkova,
the MFA's acting director of OSCE and Regional Security
Affairs. Velichkova thanked us for reftel responses to
Russian concerns; she enthusiastically agreed with our
points. Noting that Bulgaria is specifically mentioned in
two of the six Russian concerns, Velichkova said that a
common Allied position was not only desirable, but necessary.
In her words, Bulgaria would "insist" on a united front, as
Russia's worrying statements affected not only new members of
NATO, but the entire Alliance.


2. (C) Velichkova said that Bulgaria did not see Russia's
concerns as serious or well-founded, complaining that Russia
is happy to remind other states of their "obligations," while
failing to mention its own Istanbul Commitments. Bulgaria is
ready to proceed immediately with ratification of the Amended
CFE Treaty, she continued, but only when Istanbul Commitments
have been met.
