(C) We delivered reftel A and B demarche on 02 April 2007 to
the MFA Iran Desk Officer, Mr. Oleg Doichinov. He had no
substantive response but said the MFA is very aware of the
political importance of effective implementation of UNSCRs
1737 and 1747. We also delivered to Dr. Vasil Kirov,
Director of the Bulgarian Financial Intelligence Agency
(FIA). The FIA has been very responsive to prior UN and USG
designations. Kirov assured us that the additional names and
organizations would be shared with the Bulgarian banking
sector to search for designee matches. Kirov also added that
the FIA has been vigilant for Bank Sepah activity in Bulgaria
since early January 2007, when the U.S. Department of
Treasury and Office of Foreign Assets Control (OFAC)
originally designated the bank as a financial linchpin and
supporter of the Iranian WMD proliferation network.
