PolOff delivered reftel A demarche to the Ministry of Foreign
Affairs Head of the Department for UN and Global Issues,
Kamen Velichkov on October 29. On October 30, Junior Expert
for United Nations and Global Affairs Antonia Alexieva called
PolOff on behalf of Kamen Velichkov to say that Bulgaria is
ready to support David Walker's candidacy in exchange for
U.S. support for Bulgaria's candidacy to the International
Maritime Organization. The GOB previously sent dipnotes in
February (reftel B) and in October (reftel C) to request U.S.
support. PolOff told Alexieva that U.S. policy for
multilateral organizations is not to reveal U.S. support for
candidates or to enter into agreements for reciprocal
support.
