1. (SBU) As reported in ref B, Post sent ref A guidance on the new
U.S. law on maritime cargo scanning to the MFA, Maritime
Administration, Nuclear Regulatory Agency, Customs, as well as
AmCham and the Association of Cargo Carriers. On October 3 we
received an additional response -- from the Bulgarian Ship Owner's
Association -- which stated that the new maritime security law would
have a negative impact not only on the quality of port services
offered in Bulgaria, but also on the supply chain as a whole. The
BSA urges what it terms "more practical" measures to enhance
international maritime security.
