electronically to Zahari Alexiev, Director General of the
Civil Aviation Administration in the Ministry of Transport,
who was already in Montreal for the 36th Session of the
International Civil Aviation Organization (ICAO) triennial
Assembly. Poloff also faxed courtesy copies of the non-paper
to Director Hristo Pavlov, Ministry of Transportation,
International Affairs Directorate and to Deputy Finance
Minister Dimiter Ivanovski, Ministry of Finance.
