1. (SBU) Poloffs presented reftel demarche and non paper to
Head of MFA office for EU affairs Sergey Tassev on September
4. Tassev said that Minister for European Affairs
Grancharova would lead the Bulgarian delegation, as FM Kalfin
would be in Central Asia at the time of the meeting.
2. (SBU) Looking through the non paper, Tassev said the GOB
was in general agreement with the USG approaches. Among the
non paper issues, Kosovo and Russia were the most important
for Bulgaria, with Energy Security being seen in the context
of relations with Russia. He said Iran had not yet been
placed on the agenda, but he expected it would be. On
Kosovo, maintaining EU unanimity was the GOB's main concern.
He complained that many in the Serbian leadership still had
the "non-aligned" mentality. On other issues, Tassev said
the GOB would like to focus more EU attention on the Black
Sea area as a bridge to Central Asia. The Black Sea and
Central Asia should be considered no less important to Europe
than the Mediterranean.
