1. (S) The GOM received an application from the Macedonian
firm, Mikrosam, to export an MTCR-controlled filament winding
machine to a Chinese company, and has requested our opinion
on the potential export. On November 7, Ministry of Economy
State Counselor for Trade, Krum Efremov, told econoff that
the GOM had received an export license application from
Mikrosam for the export of a CNC Filament Winding Machine
(Type MAW20HMS4/2). The GOM had received an end-user
certificate from the Chinese Ministry of Commerce. According
to the certificate, the filament winding machine would be
exported to Wave Cyber Co. Ltd. of Shanghai, China to be used
for "manufacture of water treatment components."


2. (S) Post requests guidance on whether we should provide
the GOM with an opinion on the sale. Efremov said that if
the USG has an opinion regarding the sale, we should provide
it to the GOM within the next two-to-three weeks because the
GOM legally has a limited time period for reviewing export
license applications.
