FUNDED EXTRABUDGETARY PROJECTS

1. (U) Per reftel instructions, we recommend for funding the
following three priority rule of law/police training projects
proposed by the OSCE Spillover Monitoring Mission Skopje:
-- Study Visit for Judges to the ICTY
Project Number: 2600360 XB-SKP-HD-ICTY-07
Budget: Euros 26,215
Justification: The goal of this project is to improve the
quality of justice in processing war crimes cases. Post
endorses this worthwhile project as a natural continuation of
an ongoing OSCE project for training visits for judges and
prosecutors to Bosnia.
-- Efficiency of the Court When Dealing with Organized Crime
Cases
Project Number: 2600384
Budget: Euros 28,610
Justification: This project will further support the
Skopje-based NGO "All for Fair Trials," which continues to do
outstanding trial observation work, especially of
trafficking-in-persons (TIP) cases. Post endorses this
project to assist the NGO's monitoring efforts at basic
courts around the country, which have been underway since
2005.
-- Building Border Police Capacity
Project Number: 2600362 XB-SKP-PM-BP Cap Build-07
Budget: Euros 16,585
Justification: This project will enable the Macedonian Border
Police to communicate more effectively in Albanian and Greek
to ensure better cooperation with their counterparts in
neighboring Albania and Greece. Post endorses this project,
which builds upon past efforts of both OSCE and Post's ICITAP
program.
