1. Post conducted inquiries to verify the bona fides of
Singapore Precision Repair and Overhaul (S-PRO).


2. S-PRO is a limited private company that has been
operating in Singapore since March 3, 1992. Singapore's
online business directory, Biznet, lists the company's
principle officers as:

3. On February 28, ICE Attache Singapore conducted TECS
database queries related to S-PRO. The research revealed the
following:


A. On October 27, 2002, ICE Field Intelligence
Unit/Northeast (FIU/NE) received information from Defense
Security Service (DSS) alleging that Edwin Foo, representing
himself as a Senior Engineer from Singapore, was attempting
to purchase software and other related equipment for Unmanned
Aerial Vehicles (UAV) from BAI Aerosystems in Easton, MD.
UAVs and related components are controlled under the Arms
Export Control Act. Inquiries ceased after ICE explicitly
informed Foo of export regulations and licensing requirements.


B. Foo,s correspondence was sent via the e-mail address
fooedwin.dynamics@stengg.com. Open source research indicated
that "stengg.com" is associated with Singapore Technologies
(ST) Engineering Ltd, an integrated engineering and defense
group.


C. S-PRO is listed as a worldwide distributor for ST
Engineering "sister" companies ST Aerospace, ST Electronics
Ltd., ST Kinetics/Land Systems, and ST Marine.


D. On December 5, 2002, ICE added a Subject Record entry to
the TECS database. It reads as follows: "(Singapore
Precision Repair and Overhaul)...part of ST ENGG with
worldwide offices and distribution locations is attempting to
purchase UAV and related items from U.S. Firms. Recommend
100 percent exam for illegal export and transshipment."


E. On March 16, 2004, ICE entered a third TECS Subject
Record regarding S-PRO. It reads as follows: "Part of ST
Electronics and CSE Systems & Engineering of
Thailand//Worldwide distributor of electronic items that may
be licensable and dual use. Look for possible illegal
exports and transshipment."


F. There are no further records regarding S-PRO.


5. Econoff spoke via telephone with Lee Khay Chong, S-PRO
Deputy Operations Manager, on March 9. Lee confirmed that
S-PRO placed an order for the C-130 parts listed reftel.
S-PRO provided landing gear maintenance for the IAF's C-130s
under a contract signed by S-PRO's parent company, ST
Aerospace, he said. The parts were required to perform
maintenance. Lee said that he could not provide any
documentation establishing the IAF as the end user because ST
Aerospace signed the contract, not S-PRO. According to Lee,
S-PRO's primary client is the Singapore Air Force.


6. ST Aerospace is a subsidiary of ST Engineering. ST
Engineering is a publicly listed company in which Temasek,
the Singapore Government's holding company, owns a majority
interest. ST Engineering and its subsidiaries handle many if

not most of the Singapore Armed Forces' procurement
contracts. Post is confident that S-PRO is a responsible
party in this transaction but recommends interviewing
Indonesian Air Force (IAF) procurement officials and
inspecting applicable purchase order agreements and contracts.
HERBOLD
