1. (S) MFA delivered the following non-paper to us on June
29. Per reftel, this language was to be given to Malta on
June 28 via Singapore's mission to the United Nations in New
York. Also per reftel, Singapore has agreed to the U.S.
raising this issue in follow-up discussions with Malta on the
Proliferation Security Initiative.

Releasable to Governments of Malta and the US
In April 2007, Singapore authorities off-loaded 20 containers
from a Maltese flagged vessel, the M/V Gant Star, on
suspicion that they contained sodium perchlorate monohydrate
bound for an entity listed in the Annex of UNSC Resolution
1747. The vessel, which entered the port of Singapore in
order to seek medical attention for a crew member who had
taken ill, was traveling from Dalian in China and headed to
Bandar Abbas in Iran. The contents of the off-loaded
containers were inspected and confirmed to be sodium
perchlorate monohydrate.
