(S) Singapore plans to inform Malta of the circumstances
surrounding the April 21 offloading of missile propellant
precursors from the Maltese-flagged M/V Gant Star (reftels),
MFA Deputy Director for International Organizations Michelle
Teo-Jacob told us on June 28. This was in response to USG's
request (conveyed via separate channel) for Singapore's
permission to cite the successful interdiction in urging
Malta to sign on to a Proliferation Security Initiative (PSI)
ship boarding agreement. After Singapore agencies were
unable to reach consensus on our request, the GOS decided to
approach Malta directly through its United Nations mission in
New York, according to Teo-Jacob, after which the USG could
follow up directly with Malta. Singapore will meet with
Malta on the morning of June 28 EDT, and provide us with a
copy of its talking points.
