1. (SBU) On February 9, Deputy POL M/C delivered reftel
points encouraging the ROK to consider becoming a partner
nation of the Global Initiative to Combat Nuclear Terrorism
(Global Initiative) to Park Chul-min, MOFAT's Director of the
Disarmament and Non-proliferation Division. Park said that
last year during ROKG deliberations on whether to join the
Proliferation Security Initiative, MOFAT had also considered
the merits of the Global Initiative. From these discussions,
Park said that he was favorably disposed to a ROKG
endorsement of the Global Initiative. Still, he would have
to consult with higher authorities to determine the ROKG's
formal response.


2. (SBU) Park requested that the ROKG, as a potential
partner country, be given a readout of the February 12-13
meeting in Turkey, which he said would aid ROKG
deliberations. He also sought clarification on what form the
written communication of ROKG endorsement of the Statement of
Principles should be delivered to the USG and Russian
Federation, meaning a Note Verbal or Diplomatic Note, if that
was the ROKG formal decision. Finally, he inquired about the
sentence in the Terms of Reference: "All the activities above
will be conducted subject to available resources" to ask
whether the "resources" implied financial, personnel,
equipment or other.
