1. (SBU) On July 26, Ham, Sang-wook, Deputy Director of the
Disarmament and Nonproliferation Division of the Ministry of
Foreign Affairs and Trade, told poloff that the ROKG has not
yet determined who would represent the ROKG at the second
Preparatory Committee (PrepCom) in April-May 2008. Ham
speculated based on ROKG participation in the first PrepCom
that the Deputy Foreign Minister (Park In-kook) and the ROK
CD Ambassador (Chung Dong Lee),as well as someone from the
Disarmament and Nonproliferation Division would attend. The
Ministry of Science and Technology would lead the ROKG
delegation to the September IAEA Board of Governors and
General Conference in Vienna, Ham said. he would also likely
attend. For the UN General Assembly First Committee meetings
in NY in October, Ham said that CD Ambassador and one or two
members of the ROK Mission in NY would attend. Ham said that
final decisions on delegation composition are likely to be
made one or two weeks before the meetings, but said that he
would be the best ROKG point of contact for nonproliferation
Treaty issues in the interim.
