1. (S) On July 20, poloff delivered reftel demarche and
nonpaper to Kim Jae-woo, Deputy Director of the Disarmament
and Nonproliferation Division of the ROK Ministry of Foreign
Affairs and Trade. Kim agreed that, if verified, the case
would represent a serious matter of proliferation concern.
Kim undertook to pass the information to the Ministry of
Commerce, Industry, and Energy and relevant ROKG authorities
for immediate investigation and promised to provide a ROKG
response before the end of July.
