1. (S) On June 19, Hong Sa Won Hwi of the Security Policy
Division of the Ministry of Foreign Affairs and Trade
delivered the ROKG response to reftel demarche. Hong said
that he fully sympathizes with U.S. concerns over the SCO's
recent movement in military and political affairs. To this
end, he relayed the talking points contained in reftel to the
ROK embassy officers stationed in SCO member states.
According to Hong, "they will appropriately transfer our fear
of the SCO's political movement, especially on the Manas Air
Base." However, Hong also cautioned, "given that my country
is not a member or observer of the SCO, I can't confirm right
now how effective their efforts will be."
