INVITATION AT THE NSG PLENARY FOR AN OPEN-ENDED SEMINAR TO
DISCUSS UNSCR 1737 AND 1747 IMPLEMENTATION

1. (SBU) On May 22, poloff delivered reftel points, including
the non-paper, to Ministry of Foreign Affairs and Trade
(MOFAT) Disarmament and Non-Proliferation officer Youn Jong
Kwon. A response was provided by Kwon on May 30. Kwon
stated that the ROKG is content with the current agenda, as
proposed by the United States. He noted that a decision had
not been made about having a representative from the "home
office" in Seoul attend the meeting in Vienna, although a
local delegate from Vienna could be expected to attend.
