1. (C) Poloff delivered reftel A demarche to Kim Hye-jin of
the Disarmament and Nonproliferation Division of the Ministry
of Foreign Affairs and Trade. Kim said that the ROKG
position on cluster munitions (CM) had not changed since the
April 24 bilateral discussions with Acting DAS Frank Ruggiero
in Seoul (reported reftel B). Kim said that the ROKG will
not attend the May 24-25 meeting on CM in Lima. Kim
reiterated that the ROKG prefers that discussions on CM occur
within the Convention on Conventional Weapons (CCW)
framework, but noted that the ROKG will not support a
negotiating mandate in the CCW that bans or severely
restricts CM unless it meets ROKG requirements reported
reftel B.
